On January 12, 2023, the Taiwan’s Environmental Protection Administration supplemented a total of 15 chemical substances to the concerned chemical list in the following 3 categories: 5 substances with concerns about food safety risks; 2 new psychoactive substances (NPS); and 8 explosive precursors.

On September 19 2022, the Environmental Protection Administration (EPA) of Taiwan, China released the draft Guidance on Phrase 1 Registration of New and Existing Chemical Substances in accordance with the requirements of the Regulations on Registration of New and Existing Chemical Substances (the “Registration Regulations”), and the draft Guidance for Hazards and Exposures Assessment of Chemical Substances that specifies provisions on the Phrase 1 and 2 registration of new and existing chemical substances. They are now available for download on the registration platform and also for public consultation.

On September 8, 2022, the Environmental Protection Administration (EPA) of Taiwan released a public consultation on adding 15 chemical substances to the concerned chemical substances list in the following three categories: New Psychoactive Substances (NPS); Substances with Concerns about Food Safety Risks; and Explosive Precursors. Moreover, it specifies the management and regulation of activities such as production, import, sale, use, storage, and transportation. The period for public comments will last 14 days.

The Toxic and Chemical Substances Bureau, Environmental Protection Administration, Executive Yuan, (Taiwan, China) released the amendments to articles of the Regulation for the Labeling and Materials Safety Data Sheets for Toxic and Concerned Chemical Substances on July 21, 2022.

On 23 Nov. 2021, Taiwan has released the Revised Regulation on New and Existing Chemical Substances Registration (Regulation), which took effective from the date of promulgation. The Regulation on New and Existing Chemical Substances Registration was prepared based on the Toxic and Concerned Chemical Substance Control Act. It specifies the data requirements when registrants go through the registration process for the manufacture or import of new and existing chemical substances. On 11 Mar. 2019, Taiwan EPA has amended the Regulation for the first time. In the first revision, the Regulation listed 106 substances as the first batch of existing substances subject to standard registration, and gave their tonnage band, registration deadlines, as well as the data requirements. This is the second revision to the Regulation.

Taiwan has initiated the annual reporting of new and existing substances since 1 Apr. 2021. Under the Provisions on the Registration of New and Existing Substances (2019), registrants must report the actual manufacturing/ import volume of last year of the new and existing substances between 1 April and 30 September annually since 1 April 2020.
