China Cosmetic Ingredient Quality and Safety Information Code Application

According to Provisions for the Management of Cosmetics Registration and Filing Data, ingredient supplier infomation and quality and safety infomation of cosmetic ingredients should be provided as a part of formula infomation for the registration and filing of cosmetics. Manufacturer of cosmetic ingredients have reported the quality and safety infomation of cosmetic ingredients in terms of Guidelines for Reporting Quality and Safety Infomation of Cosmetic Ingredients, cosmetics registrant/filer or domestic responsible person, can fill in the ingredient code to affiliate the quality and safety infomation file of cosmetic ingredients.

Cosmetic ingredient manufacturers can submit the Record Enterprise Info Form of Quality and Safety Infomation of Cosmetics Raw Materials and documentary evidence of enterprise entity to open user rights to report quality and safety info of cosmetic ingredients through the NMPA service platform regarding the quality and safety info of cosmetic ingredients.

Foreign or domestic cosmetic ingredients manufacturers can report the quality and safety info of cosmetic ingredients by themselves. They can authorize foreign or domestic legal entities to report the quality and safety infomation and carry out routine maintenance.

Transitional Period

New cosmetic products for registration and filing under the new online registration and filing system

Since 1st Jan 2022	Quality and safety info of the raw materials with functions of preservative, sunscreen, colorant, hair dye, anti-freckle and whitening need to be provided.
Since 1st Jan 2023	Quality and safety info of all raw materials in cosmetic product formula need to be provided.

Cosmetic products that have been registered or filed on both the old and new online registration and filing system

Before1st May 2023	Quality and safety info of all raw materials in cosmetic product formula need to be supplemented for submission
